New cases is a meaningless metric. Showing one data point in a bubble without other data points to provide perspective is a mind trick.
Percentage of positive tests to total tests a better metric which shows a much different picture than what is shown.
This interactive link allows you to look at any state. Used Florida, where positive cases as a percentage of total tests is around 4%. And we've been partially open for weeks. As opposed to Illinois, on total lockdown, with 11%. But they are still trending downward.

Bottom line is this - the virus is still out there. But the curve is flattened, even in high percentage infection to test states. Mission accomplished. More will die, unfortunately. But virus rate/death rate will never go to zero, even with vaccine, which means vulnerable folks will become very sick and may perish from the virus. You can't protect everyone.
